There are many good a bad points to this.

I don't get the last line:
"Would you pay an extra monthly fee to your ISP for unlimited, legal p2p music downloads?"

Is this implying that p2p downloads are legal and unlimited now with out charge?

The good points of this deal is well, no fear of the reaper, all you can eat all the time and no legal action.

The bad however is a lot bigger.
No Option to opt out, you won't need this all the time
Price is way too high as stated in the article.
If all major and minor labels don't agree you still have a risk factor.
Quality, and this is a show stopper, sounds like they would leave you to your own devices to get what you want from whom you want. As we probably all know quality can vary greatly and if I'm paying for it, I expect the quality to be the highest.
availability, this goes with quality, if I'm looking for an old or just weird song I want it to be ready and quickly sent this too may not always be the case.
Double tax, Someone would have to pay twice, theoretically speaking. Someone has to buy the album, to rip upload it, yet they are still paying for the possibility to download it online.

This would be too little and too late not to mention typically customer unfriendly and leaving with the short end of the stick.

Don't even get me started on the whole Steve Jobs DRM Free issue.
