Terrible Atlantic BB "High speed" service

Horrendous service. Long waits on hold. Tech support, cutomer "service," and the tech guy who makes the service call always have a different explanation for what's wrong. This past month my 3meg "high speed" connection ($34.95 a month) has been running at average 174Kbs (have tested on a 3 month old mac and 4 week old Lenovo laptop). Explanation? Construction in the area. Rain. Lightening. Power spikes. Too many people watching television. My computer. Software. Etc etc. Today the tech refused to come upstairs to my apt (after I waited all morning) saying that construction in the area was to blame and that he couldn't help. I called tech support later in the day and they said it was the modem. (The HDTV is often out, especially at night). So I'll have to wait at home ANOTHER day while they dispatch a tech guy. Customer service suggested I switch to AT&T and refused to refund the last month's charges (I did get 2 weeks back after waiting for supervisor). Second suggestion? That I move to Miami (Comcast) if I don't like Atlantic BB service.

I work in Latin America about a week each month and the broadband there is MUCH faster, especially in Mexico City (Telmex). Why why why do we get this third world service here in Miami Beach?
