As I explained in my dissent to the Joint Boards recommendation (in May of this year) for a general CETC cap, piecemeal Universal Service Fund (USF) reform is actually counter-productive to the far more important goal of rationally implementing comprehensive reform. The USF is totally screwed up. Trying to fix the USF a sale or merger at a time is the cowards way of dealing with the mess that is the USF. They need to totally revamp it.  | Agree about USF being abolished. Having retired to a rural area after living in east coast cities most of my life, I agree that the USF is totally broken. It's not used for improving rural access or making it more affordable, it's just corporate pork plain and simple. It's time the fund was abolished and this ruse about corporations needing money to build out rural areas be dropped. The government can set policy and impose taxes to achieve those policies. Communication and energy infastructures are critical to national security, not just local economies. Set the policies and raise corporate taxes to compel compliance. I'm sure companies will pass a long a surcharge to cover their taxes, but at least it would be a more honest number than the methods they use now to "tax" for the USF. |
