Short version: if your LAN is not the DIR-655 default 192.168.0/8 based one then to avoid "too busy problems" applying old settings after upgrade: change the LAN subnet to what it was before you upgraded - i.e. what is stored in your settings file, it will reboot, then upload the settings again - you should be fine.

Long version (how I figured it out):

I just upgraded from 1.04 to 1.10 - I got the "too busy" error when I tried to restore the settings. Since I had not written the settings down (would be nice if their file was human readable, or XML...) I thought I was screwed - no amount of on/off, reset etc. etc. was working, always "too busy".

Drat!

Then I remembered some other hardware I'd had where it wouldn't let you restore the settings unless the admin password in the settings matched the current one. Since the upgrade resets the admin password I tried changing it to what I had before and then restore settings - still "too busy".

Drat and double drat!

So I went back to 1.04 and STILL had the can't restore problem "too busy" problem. Am I really going to have to reconfigure everything from scratch...

Doh!

But the idea of changing the admin password gave me an idea - I have my LAN the 10.0.0/8 based private subnet and the default after upgrade is 192.16/16 so I tried changing the subnet to 10.0.0/8 rebooting and uploaded my settings. Whadayouknow - it worked!

So then went forward to 1.10 - still wouldn't take my settings immediately after upgrade (as before) so changed the subnet again to 10.0.0/8 and was able to upload my settings. All is fine again and I am happy.

My theory is the update settings process looks at the new settings file and trying to ping or attach to the routers IP stored in that file. So if your subnet is not the default one then it wont work and the settings refuse to apply. Note I didn't have to change the admin password - only the subnet.
