Copper still falls under the Public Service Commission. Verizon gets a minimum price for its copper and they are required to meet a minimum repair time.

Because some people want service through landline, and shouldn't have to be shitted on just because they want to keep their copper. Not everyone knows or wants to port to VOIP or a Cell Phone.

That copper might be owned by Verizon, but it is their duty under American law that they provide reliable service since that is the ONLY copper on the poles that allows telephone service via POTS.
