It has nothing to do with the age of the nieghborhood (unless its _just_ been built). The neighborhood I'm in is ~35 years old, and I have 1.5-3Mbps. Newer areas (1-5 years old) had rt's installed and all had 6Mbps, as there's no new CO's being built.

They'll assume that you can get 1.5.. you have DSL. Until they deploy something new (ADSL+, VDSL, etc) with fiber nodes, you won't see any change. -- Canada = Hollywood North
