Take the fines and put them in escrow for FIOS builds for the neglected communities. Sort of a must deploy penalty... FIOS doesn't have nearly the required number of network resources required of copper. Can't get copper service? Get FIOS instead.
Even better would be to use the money from the fines for municipal Fiber To The Home build-outs. The fines should be high enough to fund such endeavors. Then the fined telcos would get to really compete over fiber they don't own.
