I don't think this is Sandvine... not likely Comcast

I have had this problem twice (the situation is intermittent and only lasts a few hours).

My theory is that Google has something that interrupts connections based on incoming IP address. I haven't nailed it. I need to read some of these references and see what others have come up with -- but so far, I see nothing that suggests Comcast is doing anything strange here.

Interesting but it doesn't make sense.

Why would Google waste their time, resources and bandwidth sending RSTs when they could just slow the flows down with the load balancers that will inevitably sit behind the DNS based round-robin?

Everything you said is true. It appears to be a malfunction, the behavior doesn't make sense from either side.
