 Configured download throughput speed: 2000K?

My Virgin 8 Mb non-cable broadband service is activated 3 weeks ago. It has been serving at the speeds lower than 1 Mb since then. The so-called support team of Virgin advised me to check it through speedtester.bt.com. The BT test screen displays the following: "The Performance Tester is now testing Broadband connection. Your configured download throughput speed for this service is 2000 k". Then the test results are displayed, which are generally at the levels of 400 kb (at night)-900 kb (day time). I have searched this issue and found out that "my configured download throughput speed should be about 7150 kb" for a 8MB service. It's the "blocked" value of 2000kb that prevents higher speeds. And furthermore it is "not" the actual capacity of my line because my neighbour next door (which is connected to the same exchange-Muswell Hill) achieves about 5 Mbps service where his configured download speed is given as 7150 kb. I called BT first, and the person on the phone advised me to call my ISP and ask them to get in touch with the BT Wholesale Dept, which I did. I called their 25 pence/min support line several times, explained the issue and asked them to communicate with the BT to reconfigure my line profile. However, most of the time they were quite rude, they just wanted me to believe that it could not be reconfigured, my neighbours should be connected with better qulity lines (I am not kidding) and in fact having a speed of 700-800 kbps is not that bad (they said many customers couldnot receive even that much, without any shame) although I am registered and paying for an "up to" so called 8 Mbps service. As far as I understand "up to" means anything above zero.

Now, I heard that this is a common a problem, and some guys somehow find a way to have their IP profile reconfigured to appropriate levels. How can I do the same? What shall I exactly ask for? Shall I directly go to Muswell Hill exchange (which I dunno where) and try to seek for a solution myself? Or what? What are the magic words

I would appreciate your comments on that. Thanks in advance.

DSL connection rate: 448 kbps(UP-STREAM) 8128 kbps(DOWN-STREAM)
Actual IP throughput achieved during the test was - 550 kbps

If you wish to discuss these results please contact your ISP. If you are experiencing problems with specific applications, servers or websites please contact your ISP for assistance. Your test has completed please close this window to exit the performance tester.

You have what is known as a stuck profile. You need to try to get someone at Virgin that knows what a stuck profile is, then they need to get BT to "remap radius"

But with Virgin, good luck.
