linksys pap2, strange problem

Hi, I am a new member and want to greet everyone here.
I bought a linksys pap2 version 3.1.22 (to use for sipphone) in ebay fr. Hongkong. The seller says it's unlocked. By then I just know voip unlocked was just like cell phone unlocked, but it's not. So I pluged it in the router that has internet. I get its IP via IVR, but I never get the web configuration. Then I set it static IP, still could not get to it. Then I reset it with code 73738#, then 1 in oder to get its DHCP IP (there is no password prompted). Still I get it IP all zereos. Then I reset it with code 78196365# (no pssw prompted either), still all IP zereos. I have search for days to identify the problem, stil I am so confused. I don't know if my pap2 was still locked, or lockled second time, or it's a DOA (dead unit) from the seller. Hope you guys could help me clear out the confusions. Thanks.

I know it will sound stupid, but double check the network cable and make sure you have two blue lights.

Also, in IVR, dial 110# to have the device repeat back the IP.

It is unlocked, but maybe defective. I've seen a few of his be that way and it takes a while to get a replacement - according to his feedback.

thanks for reply! I did dial 110, to get the IP, that is why I know its IP all zereos when set DHCP enable. Even I set static IP, subnet, gate way according to my router in order for my PC gets to it, and checked it by dialing 110. The IP is there, but I could not get to it via the web.

It can't be the cable, I bought another one, this time I know what is really unlocked. I got Pap2-na, and run it with the same cable. It was perfect. Any way, I did not return it to the seller because they did not answer my email. So I took it apart to see what inside. I even phisically jumpe the reset in hope it could make something different. Still same thing! I doubt it was defective, because, at first time when it was in, I saw its mac addreess in the router DHCP table.

I don't need to get the money back, but I want to know what problem with it! Is it locked 2nd time? I've googled to some forums where they mentioned about 2nd time locked, I want khow what symtom of the 2nd time locked is. I doubt the unit was locked 2nd time, because my router still record the mac address of it in the DHCP table once. But after that, the router never see it again.

Is this the PAP2 sold by some guy (Brian Yeung?) in HK for US$20 + S/H who claims to have completely unlocked the device using a ROM dump approach and guarantees it will never relocked?

one more thing, I set the same static IP for both PC and the pap2, so the PC says " IP conflicted in the network...". So it's clearly my PC sees the pap but it could not get to it. I then set the pap to enable web inface by dialing 7932, and 1. Still I could not get to it. So I think the pap2 is not defective, but the web configure enable was locked. My question is is there another way to access to it by using some third party programs?

After you dialed 73738# did you hear "Press 1 for reset..."
If that's true (and I think it is) seems the firmware doesn't work properly. If not disconnect the network cable before reset.
You can try to load a good one using a tool:
