Basically they feel that hardware vendors and ISPs can still create a locked-down phone - but one based on free software. exactly @comcast.net	Exactly. And there's no way the carriers are going to allow an unlocked phone without a law requiring it. Google effectively announced an embedded software development kit. Big deal.
