Although it is a parody memo, it's actually not funny in this case, because a lot of it is just what ISPs will try if they are not forced to respect network neutrality.

That may seem alarmist, but in fact the makers of "traffic shaping" gear have been advertising to ISPs that their devices can give fine-grained control of IP traffic, so that the ISPs can control different types of traffic separately, and charge differently for different kinds of packets on a per-user basis.

You would get a bill itemized by what you were accessing - websites in category "A"; a websites in category "B"; Youtube videos; email; bittorrent or other filesharing; VOIP; etc. - and by the byte, by the minute, by the time of day; at various rates according to a complex, constantly-changing schedule - whatever they can think of.

And corporations are sociopaths, so the ISPs will certainly try whatever they can get away with if they think it will maximize profit. The only thing holding them back is the threat of neutrality legislation.
