uTorrent shows the green circle with the check mar in it, so everything is OK as far as it's concerned.

As for the no seeds, the torrents all have approx. 100 seeders in the swarm but I can't connect to anyone.

I even tried a torrent from a private tracker that had 900+ seeds and could only connect to 4 and get a speed of 50kb/s when I usually download the same size file (700mb) from the same tracker and same uploader in approx. 30 mins.

This is starting to look like what happened when Rogers first started blocking torrent connections for me 1.5-2 years ago.

Personally, i haven't stopped experiencing poor performance with torrents since they implemented the stupid throttling system. Today i was switched from a 74 range ip to the dreaded 99 range ip and now im getting even more of a decrease in performance. With the 74 range i was at least getting a somewhat comfortable speed of around 300 kb/sec and now i have a hard time getting even 100 kb/sec. This is getting really out of hand.
