Speed issue in Worcester MA, since 10meg came

I have 10meg tier. from 12pm to about 12am my speed from Giganews bounces pretty much. from 3 meg to 7 meg. I never see 10meg during this time. After 12 or 1am at night I can hit 10 meg NP. This is not a giganews problem They can saturate 100meg connetions easily. My brother in law had FIOS. I call him exactly when I am dling the same file and he pegs his 30megs while I struggle to get 7 out of my 10 during the day. But like I said at night past 12 or 1 10meg is fine. Is there something going on here in Worcester that any of you are aware of? Please help. Thanks

16mb is being tested in some places

Simple. Worcestor is one of the most poorly run markets in the country. Has been for years.

Please post the obligatory modem signal levels (just to make sure they are within spec) and some traceroutes, if you don't mind.
