Are you unsure of your answer? But I haven;t seen any evidence of Traffic shaping... Hasn't happened with me....

If they're too ignorant/stupid to configure their routers then thats their problem. most of em are Qwest DSL and two are standard cox(preferred). -- You can never be too rich, too thin or have too much Bandwidth
