Why limited rollout?

radougherty join:1999-07-23 Austin, TX	Why limited rollout? I've seen VRAD's installed all over the Oak Hill/Circle C area for MANY months and I check a couple numbers there, not available. Why the limited rollout, system still not robust enough to handle a load?
