I'm sure it's been said many times, but i'll say it again... give people unrestricted access to the interweb, but throttle on a usage scale... that would slow down the "bandwidth hogs" somewhat.
Example: 10mb connection
0 - 50gb = speed 10 MB
50 - 100 = speed 5 MB
100 - 125 = speed 1 MB
125 + = speed 0.5 MB
The ISP would be able to SAVE on bandwidth cost, NO traffic shaping equipment, and whatever else they do that cost money for some crazy reason.
