Seen it before -- ILEC vs CLEC

Haven't we seen this before? This reminds me of when CLECs were given more opportunity by the FCC to use the incumbent's telephone lines for DSL. Take a look at the market for CLECs today. Few CLECs exist (definitely not as many as when there were saner FCC rules) and competition with ILECs is still very very tough.
