If the DSL customers are getting $15.00 lower speed tiers, and fiber is cheaper than copper, then when Verizon upgrades those areas with fiber, the $15.00 users should still get their low speed tier for $15.00. If the DSL tier is only 768kbps, then they could still have 768k for $15.00, only it's on the fiber network, and it's cheaper for Verizon to maintain, and does not impact bandwidth usage like the higher speed tiers. Why is this a problem?
