living in Richmond, Va, we had FiOS living in the 'Fan District' (it IS a rich section, houses cost $500k +) - once we moved to Church Hill (historic, but 'gentrified', housing projects, low income residents, etc) the projected installation schedule for FiOS is... never.
That's right - the not-often-seen map of neighborhoods scheduled to receive service for Richmond says that ours has 'no current schedule for implementation'...
