it's a accomplishment for them and they want to advertise at the same time(FIOS TV), and they did it on the outside edge of their territory(again big monkey theory) , there's a lot in that statement (inside industry statement that is )

Why not? Shoving FiOS TV down the pipe is an excellent way of testing the circuit. The best type of file to use during a bandwidth test is one that is already compressed, and FiOS TV fits the bill. It's no different than when the speed testing tools here on DSLR measure your bandwidth by seeing how much of an MP3 file you can download and upload within a certain amount of time....

I guess they just sent Fios TV as something to test with. You are right though, it gives the impression that if they were testing Fios TV it would be because they either offer the service here or are planning to.
