They could also just not care. I have a BPON fiber connection from a regional ILEC and Time Warner hasn't raised the speeds nor lowered their pricing to compete. But most cable still have a bit a leeway, even with docsis 1, they can do 10/10. With DS3, they can do 100/100. But the market hasnt drawn speeds that high yet.
