Each new generation of technology requires some massive change. Going to DOCSIS 3.0 will require a lot of work and money so who know how far Verizon or AT&T will be with their overhauls by then.
You need to read some of the past DOCSIS 3.0 articles (perhaps those linked above?). You are 100% incorrect.

Essentially, yes. Some equipment needs to be installed on key node points to make BPL possible, but you won't have to run a new powerline to your house as is the case with FIOS and fiber.
