The EU has a history of sticking it to big US companies(like IBM, Microsoft, & Apple) because for nationalistic and competitive business reasons they don't want US companies dominating all the EU companies.
The Google/Doubleclick merger would unite 2 advertising behemoths and could potentially shut out EU businesses from this lucrative and "culture altering"(advertising does that) marketplace.
