This is common, and it is not a conspiracy at all...

It sure "feels" like one! But it is not. It is merely ISP network balancing, filtering in order to meet internal and external SLAs. It is also so that type of network traffic doesn't bog down layers 1-2 or the physical layer before it reaches the "Internet". Imagine a city wide wifi network built to serve the Internet and all its wonders to a community.
Imagine it for FREE! Oh yeah...but you want to "bog it down" with P2P within its physical layer. eventually...YOU would compalin that the network sucks! But does it? Is it being used as intended? designed? Noooooo

All of you should invest your millions into your networks that you run and that is UTOPIA. lol
