This has nothing to do with Tivo. You will have to get new cable cards that's all. Complain to your cable company that they're screwing you over, complain to the FCC and congress that you are being forced to rent a box to watch your channels you already pay for.

Finally just get a generic box, it's probably comparable in price to the cable card.

A new CableCARD won't magically install the missing transmitter in the device you put it into making it 2-way capable.

There is no such thing as a 1-way CableCARD, but there are plenty of 1-way devices (labeled UDCR or DCR) you can install them into and the cable companies didn't make those...
