No. When I spoke to a rep to order naked DSL, I was told that is only offered to those that want U-Verse. The 1.5 mbps and 3.0 mbps are only offered for the dry-pair DSL. Yes, I did order mine earlier this month. What I found rather interesting is the rep told me if I would've ordered DSL with a phone line I would've been active within a day. When ordering the dry loop, it takes them a week before it becomes active. I ordered on November 5th and was told it would be on on November 15th.
