Our governor doesn't get involved in anything that doesn't involve taxpayers spending money through massive bond measures.

I can see it now...Prop FU, $2.1 billion for fiber deployment (that will never happen).

He and the far left legislature continue to spend money hand over fist and despite us being in the hole by BILLIONS year after year, the budget continues to balloon out of control papered over by massive borrowing.

No, there is going to be a ton gov't money to be had in some form at the end of all this bloviating. A few years ago it was billions in taxpayer money we didn't have for stem cell research and now it will be millions if not billions for the telcos and cable giants.

If he wants to stimulate growth and jobs...cut the budget to what it was in 2000 and cut taxes. Businesses are fleeing not because they can't download Pr0N but that the cost of business here is outrageous thanks to insanely high taxation, workers comp rates, ambulance chasers and bull crap CAL-EPA regulations that are all completely out of control.

There is nothing more portable than rich people and money...and they're the ones creating all the jobs. Unfortunately thanks to our beloved hacks in Sacramento they're all moving to Nevada and Arizona which don't wage class warfare on job creators.

I didn't see anything mentioning the state itself spending the money. Just that they would have a development plan. And that may be nothing but encouraging Comcast, TW, Verizon, & AT&T to build more infrastructure by promising a friendly regulatory environment.
