Sorry I'm so slow in posting. After seeing Gray Davis' name in print, I had to go vomit; quite the mess.

Ah-nauld took over in the spending right where Howdy Doody left off. I wish Kall-ee-four-nya could be split in two. Orange County/Riverside South into 1 state, and then let the hippies and actors build their pot filled utopia to the norte.

You got a deal! Except, we norteno's would be more enthusiatic if you Southern Californiano's kept everything south of the Tehachapi mountains, and recalled your current ambassador, the Right Hon. A. Schwartzenegger.

Now that's settled, let's talk water rights...You are a "free market" capitalist, aren't you? So I'm sure you'll understand..uh..certain water fee increases to cover the cost of a fence, and border crossing stations, to keep you thirsty los angelenos on your side of the Tehachapi's, and to preserve, and responsibly manage, the limited and diminishing water resources of Northern California?

With that issue put to rest, we can move on to discuss the food production/distribution/pricing issues I'm sure you have anticipated will most certainly arise as we reallocate our agricultural resources/output to additional, more profitable markets to enhance our ROI.

And, of course, with all the wildfire damage down your way, the availability/cost of lumber and other building materials will be impacted. We'll try to limit price-gouging to "reasonable" levels. Mustn't constrain the "free market" too much. That could introduce disequilibrium into the economic whirligig, dontcha know...

That's fine, we'll keep our money, build desalinization plants and toss out the illegals.

We'll get our food elsewhere thanks. You can keep the E. coli tainted crap. The central valley certainly isn't the sole source of food production on the planet. Same with wood products.
