How so ? The antenna's are what has to change on the cell site. The switches for data are there and they will just drop your voice on a data channel instead. No big changes needed. Teh gear would actually be less then the labor.

Verizon uses two vendors mainly: Lucent and Nortel. Both are CDMA based systems and are not compatible with LTE. This includes the equipment at the switches AND cell sites. As far as antennas go, yes they probably will have to change. Antennas are far cheaper than the other equipment though.
