I expect Google to play its cards right.
I don't think Google really wants this spectrum. But they may get stuck with it with the minimum bid if the telcos have no interest in the slice of spectrum that has the Carterfone-like rules. In other words, Google has to bid and the telcos may just walk away from this particular slice of spectrum leaving Google with the un-envious job of making it work.
