Bob could still be right. He mentioned in his article that Apple may look at VoIP apps ... I'm betting it wouldn't be hard to just create a new iPhone model that works on this new network.
Apple still follows the rules of their agreement with AT&T and Apple gets a new phone tied to a potentially free network with HUGE profit margins.
Apple has developed a great web interface, it's a closed phone so Google knows the interface and apps will be very functional ... it's a win-win for both companies - and it doesn't require Apple to bid on any spectrum.
