Since you have an active DSL line with Bell, the modem's red DSL light means your modem is NFG (i.e., a dud). Exchange it.
Just because the line is "activated" doesn't mean it's actually activated. It's normally up to the local telco company to make the decision on that if it's an issue with the modem or not.

Generally speaking, a flashing red DSL light means the modem is not getting the DSL signal. This could be due to many different reasons.

First, make sure all your phones (including home alarm systems, satellite systems, and intercoms) has filters on them. If you need to, take the modem and plug it directly into the NID.

I would also contact your ISP and request for them to do a line test if plugging the modem into the NID gave you the same problems.

Also, if you have more then 1 number going through your jacks, then you're going to need what's call a 2-line DSL filter.

Also note that you might also need to go into 192.168.1.254/setup to replace the keycode that's currently in there with one that will match your ISP's setup or closely related before it picks up the DSL signal (you have no ideal how many times I've seen these modems does weird things like that).

Note that he said he is currently with Bell. Thus, he already has DSL and is changing DSL providers. For this reason, if the DSL light is red, he has a dud.

Note that he also said that he canceled Bell so it could also mean that Bell already disconnected the line.

Also note that the 2Wire modem needs a very clean line in order for it to work successfully.

If I was in buju shoes, I would wait until Teksavvy becomes active, and if he continues to get the red DSL then he would probably need to contact Teksavvy for a line test.
