Cloning the MAC will do nothing to the connection. That is only useful to systems that filter by MAC, which BS/ATT does not do.
What kind of modem is this friend using? Is it a modem that has worked on the BS/ATT network before? Give a bit more info, like is this a brand new account? Are the telephone devices in this home correctly filtered? ETC...
