With the DSL LED off and being a new setup I'd wager that the DSL is not turned on yet or the user has wiring issues and needs to test for DSL Sync at the NID.

With no DSL LED, there is no WAN IP possible.
DSL Sync must be obtained before PPPoE can login to the system to begin a request for an IP Address.
