Caps and Throttling (forget the contract) ..

Just so these same questions don't get thrown up again and again as has been happening.

1) Caps ... hard caps that seem to be 30 or 60GB depending on the phase of the moon and soft caps somewhere in the 200GB per month range that folks on unlimited get which ends up getting their *PROFILE* speeds reduced during peak hours.

2) Throttling ... a reduction in the transfer rate for bittorrent P2P transfers that has unfortunately percolated over to affect just about everything. It's supposed to occur at PEAK times, meaning when the traffic reaches a certain threshold, not a time of day.
