Proxy Server in Spain

I don't know if this is the right place to post this kind of question, but I'm going to do this anyway.

Does anyone know a public proxy server located in Spain? I'm trying to watch a spanish TV station on the Internet, but they block all IPs outside spain. I managed to find a proxy server a while ago and I could watch the channel, if I can call that watching... The proxy server was a bit slow, so you can imagine how the video stream was. The channel requires at least 512kbps...
This proxy server is not working anymore and I can't find another one. I'm willing to pay for it, but I can't find any paid proxy server in spain. Could anyone please help me or at least say if there is a paid proxy server in Spain?

I try also to have a connection in spain. Which program did you used for the streaming. Is it Zattoo?
