We did not change any policies towards the management of Bit Torrent Traffic, At this point these issues seem to be isolated around a technical problem we are having with the devices used to enforce the current P2P management policy. (which has been the same for quite sometime)
I'm looking into this now and hopefully will have it resolved very shortly.
