Actually limiting the number of connections may be one of the best initiatives against greedy users. As long as you impose the limit on all traffic and not just traffic classified as torrent traffic. This is because a user could still encrypt their traffic connections so that the layer 7 filter couldn't read it. They could use Encrypted transport RC4 or a VPN to a third party network and bypass torrent or P2P filtering altogether.

Well, restricting the number of upstream connections on all protocols can cause problems with some non-P2P applications that also rely heavily on a large number of connections.

For one thing, games. When you have a list of 27,000 servers to query, having a limited number of connections is certainly not gonna help.
