The only difference is in the case of RCN you're saying that your number of connections is being "limited," and in the Comcast threads people are saying a portion of their connections are being "blocked." It's just two different ways of describing the exact same behavior. |

With RCN I am able to seed perfectly.
So, you are wrong, it's not the same thing. |
