Has this been resolved? I am still having the same problems and my upload speeds are getting even worse!!!!!!! This is pretty awful!!!

Interesting, you're only getting 31k up while your download is still a normal 4.3mbps or so? Things have gotten a bit better here, however signals are way high at the tap. A tech came by late yesterday and at the tap, the signal coming in was an insane 35DBMV! Upstream has not been an issue for me here, but downstream sure has been.
An attinuator was put in line at the tap for now, I'm guessing there's some sort of noise coming in from somewhere, my SNR is between 28 and 30db.
Earlier today we had tons of packet loss, and for now at least that seems to have setteled, and normal speeds have returned even with the high signals.

i'm in riverside and strangely i'm getting like 4mb download and only 31kb upload... happened since yesterday!!!

charter was working so good for the last month or so to then all the sudden this crap!

I am a few miles south of UCR and just ran a speed test. It is
4.24 Mbps. I am on a 5mb/512k connection.

Not sure if this is just local to my location or neighborhood, but figured I'd throw it out there since I hadn't seen any postings on this issue. For the last little while I've noticed downstream speeds way way slower than normal. Upload is fine, going at about 480kbps or so on the 5/512 package. Download however is only going about 256Kilobits a second or about 30 kilobytes per second with lots of packet loss.
Looking at my modem signal levels, I see something way out of whack. Downstream power level is at 21DBMV where it use to be at 6DBMV, and we've changed nothing.
Just posting this in case anyone else near the UC Riverside Campus is experiencing the same thing.
