They have in about half the US but not nearly enough for all major markets. I don't know if there is enough spectrum in the 700mhz auction for one carrier to get 20mhz. WiMAX 802.16m may be able to do 1Gbps by the time LTE is available. Sprint actually has enough spectrum to do it (over 96mhz per market avg) but we'll probably never see that.

One of the purposes of LTE is to reduce the minimum required spectrum from 5MHz paired as UMTS requires today. While you won't see 100Mbps on smaller allocations, it will be possible for the carriers to phase it in over a period of months or years, if necessary, unlike what ~~Cingular~~at&t has been doing with UMTS/HSDPA.
