There is legislation before the senate that would, if voted on, passed, and signed into law, make it illegal to "transmit misleading or inaccurate caller identification information". Being that the user wants to transmit his legitimate land line caller ID, I don't know that this is considered "misleading or innacurate". What the user is doing is similar to a business user setting their caller ID to the company switchboard. Of course, if it ever becomes law, I'm sure some lawyer will argue from a different perspective.
