 Internet hiccups/freezes on DSL

Hey all. Just two days ago I turned my computer on, only to find that when I tried to browse the Internet, it will either work fine or I'll have to wait 5-10 seconds for the page to start loading--and once it does, it all loads fine. This happens every 30 sec to a minute, especially with new windows/tabs (In fact... when I click off a link already on a website, it doesn't seem as bad). I've also got similar spikes in gaming, although for shorter durations (1-5 seconds) but equally as frequent. The day this started happening I had changed the time on my computer to several days earlier--prior to this there was no issue. I did a scan on my computer that same day when there were no issues (I run virus checks and spyware/adware daily), but then that same day after I adjusted the time I found a virus and promptly had it removed...but it didn't fix it.

I have adjusted my TCP/IP settings, I have given it an IP and subnet mask, I've disabled the various WINS options--I've pretty much messed around in some form or fashion with every idea. I know it's NOT my connection--when I connect my cable directly to my laptop, everything works fine. The only two things I haven't done on my main computer are: defragment or reformat.

Here are the specs for my computer...
Intel Core 2 Extreme Quad-Core QX6850 (4x3.0ghz/8MB L2 Cache/1333 FSB)
4gigs (2x2) PC6400
nVidia GeForce 8800GTX (2 in SLi, one disabled)
and most importantly... 2 network cards:
nVidia nForce Networking Card, Intel(R) PRO/10/100/1000 MT Networking Card--problem rests with BOTH of them, so I have a feeling it has to be a software issue?

Oh and in addition... I can let the Internet stall for it to work as I wrote above, or I click the link several times/hit enter several times in a URL address for it to suddenly work. Any tips?
