Cable modem blocking ports?

Recently charter gave me a new scientific Atlantic cable modem. The model is DPC2100R2. After the tech installed it i noticed that the ports i had forwarded by my router were closed. I did a test by connecting the computer directly to the cable modem and still the ports are blocked. Seems this modem blocks ports by default. Anyone know how to get around this?

The modem is a bridge and doesn't block ports.

Well for example i go to »www.utorrent.com/testport.php?port=6881

It tells me Error! Port 6881 does not appear to be open.

Windows firewall is disabled, and i am directly connected to the modem.
