Philadelphia, like other crime time states,(and us over here) NEED NEED NEEDSSSSS to install cameras on the streets. New Technology and it wouldn't kill the taxes. You see it on the news and they just talk and dont do a damn thing.
And I recently read where the new police commish is going to concentrate on nickel and dime drug buys. Sad. :(
Maybe if he tries making undercover facebook and myspace accounts.........that would work.....

Philadelphia's homicide rate - the number of people killed per 100,000 population - still tops the list of the nation's 10 largest cities.

As of last evening, the number of homicides in the city stood at 392. Of that total, 331 were shot to death, 321 of them by handguns.

According to police, 193 of the slayings were the result of an argument, 75 were tied to robberies, 52 were drug-related, and 30 were domestic violence incidents.
