cuz the average income in Maine is rather low... However, i also question the wisdom of the plan... it was noted that the deal would need an additional $100M cut from the sale price for it to work for Fairpoint... so what was the "aggreement"???... NOT to cut the sale price at all... and I saw no mention of all the tax write-offs and forgiveness for fees and penalties due to for the state that Verizon was demanding...
