If the city chooses to allow this, not much ISP's can do if a majority of the city shuns them, they are out of business there.
A good portion of SF is already covered by the university wireless.
Meraki has an advantage as they are the hardware supplier, and the network operator. If they can make their business model work there, it will work in other city's.

People already pay for their internet connection. Billing-by-the-byte would either kill the internet, or seriously castrate it. Or they can go to bill-by-byte. If you want to let freeloaders use your connection, then you can pay thru the nose for being generous.

I support the 2nd option as being more fair and seeing how generous people are when it is THEIR money instead of the ISPs that is being contributed to free WiFi.
