Quest DSL Service Contract

Could one of you Quest customers post your DSL Service Contract. I would like to see what it says in legaleze about speeds promised. This is for an article. The vendors seem to be taking excessive liberty with their advertising about throughput. Like "up to" might include "0" too. There ARE laws and regulations at the FTC about this kind of thing. I'd like to dig a little deeper.

It may be on the Qwest site if you dig around some. Since people can purchase online usually the TOS etc. are online.
Up to would not include zero. If the line could not hold train as in too long etc. then it would just be disqualified. DSL for now will always be up to. There are way too many variable to always get top speed.
Now most telcos like Qwest should and usually do make good faith efforts to condition the lines as much as possible.
I know people in the middle of nowhere a long distance from the dslam that get say 256 solid and they are happy. Either that or just disqualify the line.

One statement on the site I did find sure there are more buried somewhere about Qwest connect platinum:

Speed tiers vary by location and actual speed fluctuates due to many factors. The true legal stuff probably is unreadable to me if I found it but probably says the same type thing. All to me true.

Well it is not what the legal army missed but there are limits to DSL over copper.

...buy a T1 for a committed bandwidth rate with service level agreements, well, that might not work for residential.
