One statement on the site I did find sure there are more buried somewhere about Qwest connect platinum:

Altering, suspending or disconnecting service will cancel price guarantee and may result in an early termination charge. Requires compatible modem. Subject to additional restrictions and subscriber agreement. Microsoft also requires acceptance of their terms and conditions.
